City Councilman Ken Weir alluded to the fact that while the state approved a measure for recreational use of marijuana, the county of Kern did not. That, along with being a conservative law and order city motivated Weir to join his five colleagues in a 6-1 vote to ban and not regulate Marijuana Dispensaries.
