Estella Rangel was headed to Memorial Hospital in 1991 when she gave birth on the side of the road, assisted by CHP officer Richard Taggart. Taggart, a Marine who served two tours of duty in Vietnam and 26 years on the CHP, took his own life two weeks ago. We hear her story.
