Two Kern River drowning victims identified

The Kern County Coroner’s Office has identified two people from Southern California who drowned in the Kern River earlier this month.

Kim Phov, 37, of Long Beach, went missing in the Kern River on July 8, but her body was found on July 13 in a canal a mile west of Round Mountain Road. Phov was last seen in the river with friends and family at Hart Park.

The coroner’s office also released the name of Mando Eugene Kaphen, 27, of Hemet, whose body was recovered on July 16 after being missing for 14 days. Kaphen went missing in the Kern River near Wofford Heights.
