Third District Supervisor Mike Maggard may be the first county official to acknowledge L.A. County officials may, as many here believe, be dumping homeless people here in Kern County. Maggard, who’s running for reelection to a newly drawn district against Jeff Heinle, said he’s spoken to several sources who confirm the county-wide speculation.
